Residential land availability

The requirement to maintain a five year supply of readily developable housing land is a policy requirement of Welsh Government which is set out in Planning Policy Wales and supported by Technical Advice Note (TAN) 1.   

The mechanism for a Local Planning Authority to demonstrate that they have a five year housing land supply is the Joint Housing Land Availability Study (JHLAS) which is an agreed statement on land availability. 

It is also a monitoring requirement of the adopted Local Development Plan (LDP) to maintain a five year supply of housing land for development throughout the plan period up to 2021.

When a Joint Housing Land Availability Study shows a land supply below five years, Local Planning Authorities must take steps to increase the supply of housing land and this may include reviewing the LDP.
