Council and democracy
Bridgend County Borough Council has 51 councillors who are elected every five years. They represent the interests of residents living within one of the 28 wards or electoral divisions in the county borough with 15 of them being multi-member wards.
The overriding duty of councillors is to the whole community, but they have a special duty to their constituents, including those who did not vote for them.
The Council appoints the Leader of the Council at the annual meeting and also decide the overall Policy Framework and set the Budget each year. The Leader decides the size and membership of the Cabinet, who are appointed to carry out all of the Council’s functions which are not the responsibility of any other part of the Council, whether by Law or under the Constitution, together with making decisions within the Budget and Policy Framework set by the Council.
The Council’s Constitution describes the various roles and bodies that make up the council, as well as their responsibilities, functions, and the procedure rules that govern how those bodies work together to deliver services.
