Scheme of Delegation

A scheme of delegation for a local authority outlines how some powers and functions are delegated among Chief Officers and Elected Members within the council.

This system ensures that not all decisions need to be made by the full Council, the Executive or a committee allowing for more efficient and effective governance.  

Each Chief Officer must then develop and maintain their own local scheme of sub-delegation which will be published on the council’s website and sets out how powers are further delegated at the appropriate level.
