Councillors' remuneration

The pay of councillors is decided by the Independent Remuneration Panel for Wales (IRPW). Councillors are not paid for attending meetings but receive a salary to reimburse them for the time and expenses spent whilst on Council business.

Councillors can also claim travel allowance. The current rate is 45p per mile reducing to 25p per mile after 10,000 miles in line with HMRC.

Breakdown of councillors' remuneration

Section 153 of the Local Government (Wales) Measure requires this salary to be paid in full to each councillor unless they have independently and voluntarily written to the proper officer to request not to receive all, or part of the payment.


Basic salary

Basic salary payable to all councillors not receiving a senior or civic salary: £13,400

Senior salary

Senior salaries include the basic salary. Only one senior salary can be paid to a councillor.

Leader: £48,100

Deputy Leader: £33,600

Cabinet Members: £29,100

Chairs of Overview and Scrutiny Committees: £22,100

Chairperson of Planning and Development Committee: £22,100

Chairpersons of committees listed below: £22,100

  • Licensing Committee

Leader of the largest opposition group: £22,100

Leader of an opposition group with at least 10% of the membership of the Council: £17,100

Civic salaries

Civic Head (Mayor): £21,600

Deputy Civic Head (Deputy Mayor): £16,100

Statutory co-optees

Chairperson of Standards Committee: £256 full day, £128 half day
Chairperson of Audit Committee (if co-optee or lay member): £256 full day, £128 half day

Statutory co-optees with voting rights – Standards Committee, Education OVSC, Audit Committee, Crime and Disorder OVSC: £198 full day, £99 half day

Statutory co-optees with voting rights – ordinary members of Standards Committee who also chair Standards Committees for Community Councils: £226 full day, £113 half day

Councillors eligible to receive care allowance

Care allowance: up to £403 per month
