Local housing allowance rates

Since April 2013, Local Housing Allowance (LHA) rates have been uprated annually.

Effect of the Benefit Cap on LHA

If you are subject to the benefit cap, this will reduce the amount of Housing Benefit you are entitled to.

Shared room rate for claimants aged up to 35

This applies to most single tenants who rent their home from a private landlord. It does not apply to council or housing association tenants.

How changes affect tenants’ benefits

Since January 2012, most people under 35 have only been entitled to the shared accommodation rate of LHA. This applies to tenants if:

  • they are single, and no children live with them
  • they are under 35
  • they do not receive a Severe Disability Premium in their Housing Benefit, Income Support or Jobseekers Allowance

This means that even if the tenant lives in self-contained accommodation, their benefit will only cover the cost of shared accommodation.

Exemptions to LHA

People exempt from LHA are:

  • housing association tenants
  • tenants in certain kinds of supported accommodation
  • claimants eligible for the severe disability premium
  • claimants entitled to an additional bedroom to accommodate a non-resident carer because they require overnight care
  • care leavers under 22 years old

People eligible for the most severe disability premium must be receiving the middle or highest rate of care component. Also, no one must be receiving carers allowance for looking after them.

Due to the Covid-19 outbreak, the UK government has decided to update the LHA rates for the 2020 to 21 financial year. Thus there will be an increase in the Local Housing Allowance Rates for Universal Credit and Housing Benefit Claimants. This means that they are set at the 30th percentile of market rents.
