Animal boarding licences
To run a boarding kennel or cattery, you need a licence from us. The licence will specify the number of dogs and cats that may be accommodated along with other specific conditions.
We may authorise an officer, veterinary surgeon or practitioner to inspect licensed premises. Special criteria apply to dog day care establishments. Please click here to view the conditions.
When applying, an applicant must not be disqualified from:
- keeping an animal boarding establishment
- keeping a pet shop under the Pet Animals Act 1951
- keeping animals under the Protection of Animals (Amendment) Act 1954
- owning, keeping, being involved in keeping or entitled to control or influence keeping animals, nor dealing or transporting animals under the Animals Welfare Act 2006
- owning, keeping, dealing in or transporting animals under the Animal Health and Welfare (Scotland) Act 2006
Also in Scotland, an applicant must not be disqualified from:
- working with, using, driving or riding animals
- providing services to animals involving taking possession of them
- taking possession of animals to carry out any of the listed activities
- taking charge of animals for any other purpose
Fees will be payable for applications and conditions may be attached.
Evaluation will consider if:
- animals will be kept in suitable accommodation at all times
- suitable food, drink and bedding will be provided and that the animals will be exercised and visited regularly
- steps are taken to prevent and control disease among animals and that isolation facilities exist
- animals are properly protected against fire and other emergencies
- a register is kept
Accommodation must be suitable in terms of its construction, size, capacity relative to intended usage, exercise facilities, cleanliness, temperature, lighting and ventilation.
Registers should describe all animals, their arrival and departure dates, as well as the names and addresses of owners. The registers should be available for inspection at any time by a local authority officer, veterinary surgeon or practitioner.

Any applicant refused a licence, or who wishes to challenge a condition attached to their licence, can appeal to their local magistrates' court.
When complaining, make the first contact with the trader yourself, and preferably by letter with proof of delivery. If that does not work and you are in the UK, Citizens’ Advice Consumer Helpline can help. Outside the UK, contact the UK European Consumer Centre.
